Setting the polish administration in Galicia at the beginning 20-years of the ХХ century
AbstractThe subject of the article is the process of implementation in Eastern Galicia general Polish system of administration and the policy of governments II Rzeczpospolita about Ukrainian. Nevertheless the decisions of international organizations, which provided only temporary occupation of Galicia giving it autonomy, the Polish government began the process of introduction the system of administration in the province. During the dividing the counties between the provinces the Polish government was guided by national factors. The L’viv province included ethnically Polish counties to reduce the percent of the Ukrainian population in this administrative unit. This gave an additional argument to the Polish politicians in their claims to Galicia.With the creation of the administration in Galicia the Polish authorities limited the local government. The existences of the independent institutions in the region were not in the interests of the Polish government who tried to control the smallest manifestations of social and political life. The Constitution, which was adopted on March 17, 1921 established a single centralized power in the country and did not provide the autonomous system for Ukrainian lands. In 19191922 the formation of the Polish administration was finished in Galicia. The land was divided by the Province headed by the governors who had extensive powers. This period was marked by the strengthening of the executive authorities and local selfrestraint. The Polish politicians didn’t pay attention to the Ukrainian aspirations for autonomy and they held a cruel policy. The Legal Status of Eastern Galicia was uncertain till the Ambassadors Council was approved in March 1923. Therefore, the Polish authorities did everything to emphasize their care for Ukrainian population of the province before the international community. However, they discredited the Ukrainian national movement in the international arena.
