Reykhskomisariat «Ukraine» and «Ostland» during the german occupation: peculiarities of territorial-administrative systems and policies

Abstract

In a publication the question of features of functioning of Reykhskomisariats «Ostland» and «Ukraine» opens up as separate administrative­territorial units which arose up in investigation of German occupation of Soviet Union and existed during 1941­1944. Estonia, Latvia, Litova and north­eastern areas of Byelorussia, entered in the complement of Reykhskomisariatu «Ostland». In same queue to Reykhskomisariat «Ukraine» is the Sonth areas of Byelorussia, north­western, central and Sonth regions of Ukraine. The management of these of occupation units had a clear hierarchy: reykhskomisariat – a general district is a district – «auxiliary» local administration. In Reykhskomisariat «Ostland» at the beginning of 1942 the representative organs of self­government were created are «Advices of trust», that executed deliberative functions at the management of general commissar. By virtue of military­political circumstances at the end of 1943 – at the beginning of 1944 were regenerate on the higher organs of management in general neighbourhoods. In Reykhskomisariat «Ukraine» of similar organs of self­government of local population did not exist because it conflicted with the radical course of policy of inculcated E. Koch. The specific of administrative vehicles resulted in the origin of two directions realization of the German of occupation policy liberal, which took place in «Ostland» and radical, that inculcated in «Ukraine». The best of all it is observed in humanitarian sphere of domestic policy of Reykhskomisars. The liberal was characterized a grant a local population through the organs of self­government of the limited influence on a humanitarian sphere – education, religion, public life, while the radical subordinated all displays of life of controlled population exceptionally to the necessities of civil administration.
