Abstract

The author substantiates the thematic justification of «internally displaced persons» in the context of modern realities of Ukrainian society. The article explained the necessity of defining the status of so­called forced migrants – populations that are new to the history of independent Ukraine. The research addresses the necessity of creating its distinct regulatory framework that would meet international standards and regulate the mechanisms to assist internally displaced persons. The research investigates problems associated with the above­mentioned population categories and their solutions in Volyn region. Under the conditions of war and economic crisis Ukraine faces a number of challenges and threats that must be solved promptly and consistently. Internally displaced person ­ the category of the population, which first appeared during the existence of independent Ukraine. The article explains the needs of determination the legal status of this population category and implementation of their rights and freedoms. Internally displaced person (IDP) is someone who is forced to flee his or her home but who remains within his or her country’s borders. The author explains the relevance of the study on the status of forced migrants in Ukraine and the regions, particularly in relation to the constant increase in the number of IDPs due to the annexation of the Crimea and the warfare in the East. The adoption of the Law of Ukraine «On protection of rights and freedoms of internally displaced persons» was a positive solution, however, it requires further work on implementation of the stated rules.
