Хто підтримує тих, хто підтримує? Резильєнтність персоналу та репутаційна стійкість організацій-надавачів соціальних послуг у воєнний час

Актуальність. Надавачі соціальних послуг опинилися в епіцентрі воєнної кризи: вони мають забезпечувати підтримку багатьом вразливим групам – ВПО, учасникам бойових дій, сім’ям загиблих та іншим – і водночас самі функціонують в умовах кадрового дефіциту, ресурсного виснаження та інформаційних атак на довіру до соціальних інституцій. Системне дослідження цього протиріччя залишається прогалиною в соціології організацій. Мета – концептуалізувати організацію-надавача соціальних послуг як відкриту соціально-економічну систему та обґрунтувати механізм взаємодії, у якому організаційна резильєнтність, управління людськими ресурсами та репутаційний менеджмент утворюють єдиний рекурсивний контур, здатний до функціонального самовідтворення в умовах тривалого воєнного конфлікту. Результати. Доведено, що кадрові проблеми, організаційна ефективність і репутація є взаємообумовленими елементами організаційної системи. З'ясовано, що стан людського ресурсу є одночасно ключовим механізмом і найбільшою вразливістю системи, оскільки травми війни актуальні не лише для клієнтів, а й для фахівців допомагаючих професій, що стикаються з феноменом вторинної травматизації та вигорання. Це є одночасно кадровою та репутаційною загрозою: деградація реляційної якості контакту між виснаженим фахівцем і клієнтом прямо конвертується у підрив стейкхолдерської довіри і зниження репутації організації.Висновки. Розрив деструктивної спіралі виснаження можливий лише за умови синхронного управлінського впливу на всі рівні резильєнтності: на мікрорівні (розвиток індивідуальної стійкості фахівців), на мезорівні (упровадження реальної супервізії й гнучких протоколів) та на макрорівні (удосконалення нормативно-правової бази). Обґрунтовано, що сучасні нормативні рамки є необхідним, але недостатнім інструментом, оскільки примусовий ізоморфізм перетворюється на реальну зміну культури лише тоді, коли підкріплюється зразками успішних організаційних практик і реальними механізмами підтримки стандарту з боку профільних асоціацій і академічних спільнот.Завантаження
