Технологія інтегрованого стримування як ефективний засіб забезпечення безпеки країн Європейського Союзу на тлі російської загрози

Анотація
АнотаціяАктуальність. Повномасштабна агресія росії проти України докорінно трансформувала безпекове середовище Європи та виявила обмеженість класичних моделей стримування, що спираються переважно на військову силу або ядерний баланс. Для країн Європейського Союзу російська загроза має комплексний, багатовимірний характер і поєднує військовий тиск, інформаційні операції, економічний та енергетичний примус, кібердіяльність і політичний вплив нижче порогу відкритої війни. За таких умов фрагментарні або секторальні підходи до безпеки виявляються неефективними, що актуалізує потребу в осмисленні інтегрованого стримування не лише як стратегії, а як цілісної технології забезпечення безпеки.Мета статті полягає у системному теоретичному обґрунтуванні інтегрованого стримування як ефективної технології забезпечення безпеки країн Європейського Союзу в умовах гібридної та багатодоменної російської загрози, виявленні його структурних елементів та визначенні ролі інформаційного виміру як системоутворюючого чинника стримування дій нижче порогу війни.Результати. У статті доведено, що інтегроване стримування слід розглядати як технологію стратегічного впливу, засновану на скоординованому та взаємопосиленому застосуванні військових, політичних, економічних та інформаційних інструментів. Показано, що стримування за своєю суттю є передусім політичним процесом, спрямованим на вплив на процес ухвалення рішень потенційного агресора, а не суто технічною або військовою процедурою. Обґрунтовано центральну роль інформаційного простору, в межах якого формується сприйняття ризиків, витрат і допустимих меж агресивної поведінки. Проаналізовано практику реагування Заходу на російську агресію проти України як емпіричний приклад реалізації логіки інтегрованого стримування.Висновки. Зроблено висновок, що інтегроване стримування є найбільш адекватною та перспективною технологією забезпечення безпеки Європейського Союзу на тлі системної російської загрози. Його ефективність залежить від рівня внутрішньої координації, політичної єдності, стратегічних комунікацій і готовності до тривалої колективної дії. Інтегроване стримування підвищує спроможність країн ЄС протидіяти гібридній агресії, зміцнює стійкість до підпорогового примусу та сприяє формуванню стабільної архітектури європейської безпеки у ХХІ столітті.Завантаження
