Культурна та публічна дипломатія Європейського Союзу як інструмент політичного впливу на Україну в сучасних умовах

Анотація
Актуальність. У контексті повномасштабної війни Росії проти України культурна та публічна дипломатія Європейського Союзу відіграє дедалі важливішу роль у просуванні демократичних цінностей, консолідації європейської ідентичності та протидії дезінформації. З огляду на гібридні виклики та інформаційні загрози, зростає потреба у системному аналізі політичного впливу цих інструментів у країнах Східного партнерства, зокрема в Україні.Метою дослідження є комплексне осмислення культурної та публічної дипломатії ЄС як інструменту політичного впливу на Україну в умовах війни та євроінтеграційного курсу.Результати. У статті проаналізовано ключові напрями культурної дипломатії ЄС в Україні: Erasmus+, Creative Europe, діяльність EUNIC, East StratCom Task Force, тощо. Визначено ефективність програм, спрямованих на підтримку культурних, освітніх та комунікаційних ініціатив. Продемонстровано, що ці інструменти суттєво впливають на зростання проєвропейських настроїв, зміцнення іміджу ЄС і формування стратегічних наративів у масовій свідомості.Висновки. Культурна та публічна дипломатія ЄС довели свою ефективність у формуванні позитивного ставлення до євроінтеграції. Разом із тим виявлено низку викликів: регіональні диспропорції, конкуренція з іншими міжнародними акторами, ризики сприйняття європейських ініціатив як неоколоніальних. Рекомендовано розширення локалізованих культурних програм, розвиток цифрових інструментів і стратегічне партнерство з українськими інституціями.Завантаження
