Американські неурядові інституції «м’якого» впливу в Україні: напрями та особливості діяльності (на прикладі NED та Фонду Мотта)

Анотація
Актуальність теми пояснюється значним внеском американських неурядових інституцій у розвиток демократії та громадянського суспільства в Україні. Метою дослідження є з’ясування цілей, напрямів та особливостей діяльності Національного фонду підтримки демократії (NED) та Фонду Чарльза Стюарта Мотта в Україні протягом періоду її незалежності.Результати. Проаналізовано програми найвпливовіших (за масштабами активності та обсягом фінансування) американських неурядових інституцій в Україні: NED та Фонду Мотта. З’ясовано їхній «м’який» вплив. Особливу увагу приділено ролі, яку згадані фундації зіграли в підтримці України, зокрема гуманітарній, після повномасштабного вторгнення РФ. Висновки. NED та Фонд Мотта втілюють американську «м’яку силу» в Україні, яка має сприятливий ґрунт серед українського суспільства та влади та базується на спільних цінностях та інтересах. Можна виокремити схожі напрями їхньої діяльності в Україні: 1) розбудова демократичних інститутів; 2) посилення впливу громадянського суспільства; 3) захист прав людини; 4) підвищення відповідальності, прозорості та підзвітності влади. Основними цільовими групами для цих фондів є українські громадські активісти та правозахисники, об’єднані в неурядові організації, що впливають як на державні структури, так і населення загалом. Воєнні події 2014 р., а особливо 2022 р., вплинули на часткову зміну пріоритетів діяльності фундацій та запровадження ними нових напрямів, пов’язаних, зокрема, з гуманітарною підтримкою постраждалих від війни та документуванням воєнних злочинів. Також після 24 лютого 2022 р. зростають обсяги фінансування програм. Основними результатами «м’якого» впливу цих інституцій є поширення західних політичних цінностей серед українського населення, а також формування позитивного іміджу Сполучених Штатів в Україні. Американські фонди сприяли розвитку громадянського суспільства та демократичних інститутів України, що є передумовою її європейської інтеграції.Завантаження
