Інформаційні технології в сучасній державі: між регулюванням і цифровим закріпаченням

Анотація
Актуальність. Цифрові платформи більше не функціонують лише в межах ринкової економіки, а створюють замкнуті екосистеми, де вони диктують доступ до інформації, регулюють економічну участь та консолідують владу через алгоритмічне управління. Така зміна ставить під сумнів традиційні уявлення про державний суверенітет, належне врядування та суспільну суб’єктність, виводячи концепцію технофеодалізму в центр академічних і політичних дискусій. Мета дослідження – визначити перспективи взаємодії сучасних держав із технологічними корпораціями, в т.ч. впливу останніх на державну політику у світі, та межі між легітимним регулюванням цифрового середовища та загрозою технологічного закріпачення суспільства (людства). Результати. Дослідження показує, що цифрові корпорації, монополізуючи дані та алгоритмічні механізми ухвалення рішень, формують нову систему ієрархічного контролю, що нагадує феодальні структури влади. Вони визначають доступ до економічних та соціальних ресурсів, формуючи новий клас «цифрових лордів», тоді як малі підприємства та індивідуальні користувачі стають дедалі більш залежними від платформених екосистем. Робота акцентує увагу на зростаючій цифровій нерівності та розриві в економічних можливостях, демонструючи, як технологічно розвинені країни та корпорації домінують над менш розвиненими економіками. Крім того, існуючі регуляторні механізми та антимонопольні заходи виявляються недостатніми для подолання процесів цифрової монополізації. Висновки. У дослідженні підкреслюється нагальна потреба у розробці альтернативних моделей управління цифровою економікою, зокрема у впровадженні жорсткіших регуляторних заходів щодо алгоритмічної прозорості, підтримці відкритих технологій та підвищенні цифрової грамотності населення. Без таких заходів штучний інтелект та автоматизація ймовірно лише поглиблять існуючі нерівності та сприятимуть подальшій концентрації влади у руках корпорацій.Завантаження
