Національна еліта як суб’єкт стратегічного цілепокладання і ціннісної консолідації суспільства

Анотація
Актуальність. Стаття присвячена дослідженню ролі національної еліти як суб’єкта стратегічного цілепокладання та ціннісної консолідації суспільства в умовах системних трансформацій в Україні. Зважаючи на виклики демократизації, євроінтеграції та збройної агресії РФ, проблема функціональної спроможності керівної верстви набуває виняткової ваги. Адже саме від її здатності генерувати привабливі смисли майбутнього та мобілізувати суспільство на їхню реалізацію значною мірою залежать перспективи державно-політичного розвитку. Мета статті полягає у виявленні ключових факторів, що визначають здатність національної еліти продукувати цілісну стратегію поступу, досягати ціннісного консенсусу та підтримувати свою легітимність. Результати. На основі аналізу наукових джерел та емпіричних даних щодо становлення політико-управлінської еліти України після 1991 р. автор виокремлює низку структурних викликів та інституційних деформацій, які перешкоджають утвердженню національної еліти як відповідального суб’єкта стратегічного проектування майбутнього. Серед них: закритість каналів рекрутування, домінування великого бізнесу над суспільними інтересами, глибокі ідейно-ціннісні розколи, брак етичних стандартів публічної поведінки, слабкість інститутів громадянського контролю тощо. Водночас наголошується на потребі цілеспрямованого формування нової культури відповідального лідерства на засадах професіоналізму, інноваційності, доброчесності. Обґрунтовується теза про критичне значення синергії національної еліти та самоврядної політичної нації для успіху модернізації України. Висновки. Для посилення стратегічної суб’єктності національної еліти як драйвера модернізації необхідні системні реформи демократизації механізмів елітотворення, деолігархізації політики, розширення соціальних «ліфтів», націоналізації еліт, активізації структур громадянського суспільства. Не менш важливим є цілеспрямоване формування нової культури відповідального лідерства на засадах професіоналізму, доброчесності, інноваційності, безкомпромісності до корупції, орієнтації на суспільне благо.Завантаження
