Політична стабільність України в умовах воєнного стану: евристичний потенціал застосування інституційного підходу

Анотація
Актуальність дослідження пов’язана з необхідністю самозбереження України як незалежної держави. Встановлено існування проблем у стабільному функціонуванні української політичної системи, що проявляються в періодичній радикальній зміні груп, що контролюють політичну владу. Метою статті є виявлення теоретико-методологічних орієнтирів для аналізу ризиків для політичної стабільності та розробок рекомендацій щодо підвищення політичної стабільності в Україні в умовах війни. Результати. Встановлено, що в якості теоретико-методологічної основи до аналізу та розробки практичних рекомендацій щодо підвищенню політичної стабільності в Україні евристично-виправданим та перспективним є застосування інституційного підходу. Розкрито суть інституційного підходу в експлікації С. Гантінгтона. Висновки. З’ясовано, що визначення політичної стабільності держави можливе через співставлення рівня політичної інституціалізації до рівня політичної активності населення: у разі перевищення рівня політичної активності – політична система є нестабільною. Запропоновано метод заміру показників рівня політичної інституціалізації та рівня політичної активності через побудову індексів. Наведено перелік емпіричних індикаторів для побудови індексів. Виявлено, що Україна є перехідним преторіанським суспільством із високим ризиком політичної нестабільності. Встановлено, що політична активність населення перевищує можливості та компетенції політичних інституцій. Прослідковано, що політична активність населення сьогодні спрямована на критику влади через недостатню ефективність мобілізації ресурсів суспільства. Запропоновано стратегію підвищення політичної інституціалізації під час воєнного стану через впровадження реформ – контрольованих та спрямованих змін щодо підвищення ефективності наявних політичних інститутів та створення нових.Завантаження
