Детермінати та динаміка міграційних змін в контексті російсько-української війни

Анотація
Актуальність. Сьогодні інтелектуальна міграція є надзвичайно актуальною проблемою для більшості країн світу, з тією лише відмінністю, що одні країни виступають реципієнтами висококласних фахівців, інші – донорами (слід зауважити, що може мати місце і явище «втрати мізків», коли інтелектуали не реалізовують свій потенціал за кордоном). Більше того, російське вторгнення 2022 р. в Україну ще більше загострило проблему втрати інтелектуального потенціалу. Метою статті є дослідження деструктивних та конструктивних детермінантів міграційних змін в умовах російсько-української війни, зокрема й інтелектуальної міграції, зумовлених впливом різних об’єктивних обставин подальшого розвитку військових дій та суб’єктивних чинників (наміри, очікування, мотивація, повернення/неповернення мігрантів). Результати. В ході аналізу детермінантів міграційних змін було встановлено, що створені війною деструктивні зміни призводять до зменшення населення України та катастрофічних проблем, пов’язаних з формуванням людського капіталу. Крім цього, відтік інтелектуального потенціалу унеможливлює розвиток конкурентоспроможного середовища, що призводить до суспільних перетворень всередині країни. Відтік інтелектуалів став одним із дестабілізуючих чинників для економічного розвитку України та зменшення її інституційного потенціалу. Натомість розвиток академічної мобільності як інструменту підвищення професійного рівня українських науковців, сприятиме формуванню конкурентоспроможного наукового середовища в майбутньому. Висновки. Інтелектуальна міграція висококваліфікованих фахівців, науковців відбувається передусім із двох найважливіших причин – з міркувань безпеки та бажання професійної самореалізації в кращих соціально-економічних умовах. Сьогодні, в часі війни, є ризики повторити гіркий досвід минулого – втратити науковий потенціал у зв’язку з масовою еміграцією. Очевидним є той факт, що втрати освітньо-наукового потенціалу призведуть до суттєвих економічних втрат.Завантаження
