Трансформація НАТО в умовах стратегічної конкуренції

Анотація
Трансформація НАТО як постійний процес адаптації до змін стратегічного середовища безпеки та набуття відповідної спроможності відбувається протягом всього існування Альянсу, втілюючи досвід, долаючи недоліки, формуючи нові завдання. Метою статті є дослідження процесу трансформації НАТО як безперервного процесу перспективної, організованої та випереджаючої адаптації можливостей і структур Альянсу до міжнародного безпекового середовища. Визначено поняття й зміст трансформації на різних етапах інтегрування в стратегію НАТО від оборонної до активної, вдосконалення потенціалів, комплексного підходу, протидії асиметричним й гібридним загрозам, необхідності дії в умовах стратегічної конкуренції й повернення до базової функції стримування та оборони, але в новій конфігурації з урахуванням отриманого досвіду. Висвітлено передумови, причини, стратегічний контекст, сукупність чинників, що обумовили розвиток трансформаційних процесів. Розглянуто ключові елементи трансформації, практичні інструменти і механізми, принципи забезпечення ефективності, проблемні питання та обрані шляхи подолання недоліків. Проведений аналіз комплексного підходу, досягнень та впровадження передових практик, перспективних напрямків трансформації НАТО. Досліджено системні зрушення, що відбуваються в стратегічному безпековому середовищі й трансформаційний вплив стратегічної конкуренції на нього. Зазначено взаємопов’язаність та взаємозалежність загроз, тенденцій та потрясінь, які суттєво змінюють світ та спричиняють вплив на основні завдання й пріоритети НАТО. Проведено оцінювання методів реагування та стратегічних напрямів протистояння, що покликані подолати складність поточного середовища безпеки та підготувати Альянс до більш спірного та конкурентного світу. Результатом дослідження є висновки щодо безперервності процесу трансформації, циклічності її етапів, впливу різноспрямованих та взаємопов’язаних чинників та тенденцій, пріоритетних напрямків та можливостей виконання взятих зобов’язань.Завантаження
