Співвідношення національного та наднаціонального рівнів формування зовнішньої політики Європейського Союзу

Анотація

Актуальність теми зумовлена міграційною кризою, виникненням збройних конфліктів і осередків нестабільності поблизу кордонів ЄС, унаслідок чого він змушений посилювати наднаціональне управління у різних галузях. Однією з таких галузей є зовнішня політика, яка в умовах зміни характеру безпекових взаємодій відіграє важливу роль у процесі європейської інтеграції. Об’єктом дослідження виступає ЄС як міжнародний актор у процесі свого становлення й розвитку. Предмет – зовнішньополітичний вимір функціонування ЄС, його концептуальні, інституційні та інструментальні аспекти.Метою статті було розглянути низку підходів із різними акцентами в інтерпретації зовнішньої політики Європейського Союзу, дефініції понять «суверенітет» та «над національність», різницю між нормативним та імплементаційним наднаціоналізмом, історичне ставлення країн-членів до повного збереження чи делегування суверенітету, значення Маастрихтського та Лісабонського договорів у формуванні політики ЄС, створення нових органів влади та посад у процесі становлення ЄС у контектному значенні та фактори впливу країн-членів на формування спільної політики ЄС, визначити ставлення держав-членів до надціонального рівня управління, переваги та недоліки для них. Висновки. Держави члени неоднозначно ставляться до поглибленої інтеграції у зовнішньополітичній сфері. З одного боку, співпраця в галузі зовнішньої політики може слугувати інструментом, який дозволяє державам-членам більш ефективно реалізовувати свої національні інтереси. Однак в умовах браку лідерства в ЄС наднаціональний рівень може стати інструментом нормативного виправдання проектування пріоритетів окремих держав-членів на інших учасників союзу. При цьому можливості його використання залишаються обмеженими через серйозні відмінності у стратегічній культурі держав-членів ЄС.
