Analysis of social aspects of communication in the regulatory framework of rehabilitation medicine

Abstract

The laws of the Ukrainian legislation from the time of Independence regulate the communicative aspect, which indirectly relates to medical and social peculiarities, and forms the communication system in general. The communication components are defined by the legislative acts on the basis of the Constitution of Ukraine. The Law of Ukraine «On Information» is the main document that defines the communication component of the media sphere as a whole. It is also worth paying attention to the Laws of Ukraine «On Television and Radio Broadcasting», «On the Printed Media (Press) in Ukraine», «On Protection of Personal Data», «On Information Agencies», «On the Procedure for Covering the Activities of State Authorities and Bodies» and other specialized legislation documents. However, in order for citizens of our country were able to use assistance, the organizations have to provide information about these opportunities systematically. The Ministry of Health and the Ministry of Social Policy are the main state institutions that should carry out the healthcare information campaigns as that they work not only in health but also in the social sphere. To implement these, the system of communications has to be based on a number of parameters as legal, managerial, organizational, informational, financial, educational, and technological. The whole communication system is executed at three basic levels: local, regional and central. Local self-government bodies and executive authorities on a general-communicative level should carry out the program of informing the Ukrainian population about the services of rehabilitation medicine. They should use the media as a platform for informing about the latest laws and implementations, for the formation of a positive impression and attitude to domestic medicine and a belief in its ability to help. On the other hand, in most of its image the medical sector remains negative, and only in recent years, the reputation has begun to improve thanks to a series of reforms that make changes in the communication component of modern restorative medicine based on systematic approaches and integrated bases. Therefore, it is now necessary to introduce a unified model of the communication program in the above-mentioned field. It is also relevant to implement integrated marketing communications that would contain not only the advertising component as a communication unit and ensure that the attention of the population is emphasized on certain modern elements or capabilities. The program should also have a number of components that would form a system of information management from the MOH and MSoc throughout the country and equally meet the needs of all regions at all levels.
